Bernhard Pulver was born in Bern in 1965. He studied law at the University of Neuchâtel and received his doctorate there in the topic of "Prohibition of Discrimination". In a postdoctoral programme, he studied "Protection of Human Rights in Europe" at the University Robert Schumann in Strasbourg. Bernhard Pulver was Secretary General of the Green Party of Switzerland, a scientific assistant at the Federal Office of Justice and a member of the Bern City Council; from 1999 to 2006 he was a member of the Grand Council (Parliament) of the Canton of Bern, where he was, among other things, President of the Parliamentary Investigation Commission (PUK) to the BLVK. In 2006, he was elected to the Bern Cantonal Government, where he was Director of the Educational Department until 2018. Since 2019, he has been Chairman of the Board of Directors of the Insel Group and a lecturer in "Political Governance".
